Baja Bound: Crossing at San Ysidro, Otay Mesa or Tecate

If you are driving your own car south into Baja California, you do not need a Mexican import permit — the peninsula is a free zone. You do need Mexican liability insurance, which US and Canadian policies do not provide, and Timi issues that policy over chat in a few minutes.

Which crossing Baja-bound traffic actually uses

Most drivers heading into Baja come through San Ysidro, the busiest land port on this border, which feeds directly into Tijuana. Otay Mesa, a few miles east, is the better bet if San Ysidro is backed up or if you are pulling a trailer, since lanes tend to move faster there. Tecate is smaller and slower-paced, useful if you are headed toward wine country or want to skip Tijuana traffic entirely.

Timing your crossing south

Going into Mexico is almost always the easy direction — Mexican customs waves most passenger cars through with little to no stop. The real bottleneck is the return trip north, where waits build through the morning and peak on weekend afternoons and Sunday evenings. Check CBP's live border wait times before you go, and budget more time coming back than going down.

What agents check and what to carry

On the way south you rarely get stopped for documents, but you should still have your passport (or passport card), vehicle title or registration, driver's license, and proof of Mexican auto insurance in the car. If the vehicle is not registered in your name, carry a notarized authorization letter — this trips up more first-timers than anything else at the booth.

No TIP needed — but know where that ends

Baja California and Baja California Sur are a Banjercito-free zone: you do not need a Temporary Import Permit to drive around Tijuana, Rosarito, Ensenada, or down to Cabo. That changes the moment you leave the peninsula for mainland Mexico — say, taking the ferry from La Paz to Mazatlán, or driving up through Sonora past Empalme. At that point Banjercito paperwork is required, ideally arranged in advance.

Mistakes first-timers make

The two most common: assuming their US policy's 'Mexico coverage' satisfies Mexican law (it usually only covers damage to their own car, not the liability requirement), and driving to a Banjercito module inside Baja looking for a TIP they don't actually need. Neither mistake is dangerous by itself, but showing up to a crash without valid Mexican liability coverage can mean the car gets held and the driver detained until fault is sorted out.

Daily coverage vs. a longer plan

A weekend in Rosarito or a week in Cabo is a textbook case for day-rate coverage, available from a single day. If you cross the border regularly — second home, frequent surf trips, business in Tijuana — an annual policy ends up cheaper per trip and you're not re-buying every time. Our guides break down how to decide between the two.

Frequently asked questions

Do I still need a Temporary Import Permit if I am only staying in Tijuana or Ensenada?
No. Baja California and Baja California Sur are treated as a free zone, so no TIP or Banjercito paperwork is required as long as you stay within the peninsula. You still need Mexican liability insurance, which is a separate requirement from the TIP.
Is it faster to cross into Mexico at San Ysidro or Otay Mesa?
Going south, both are usually quick since Mexican customs rarely stops passenger vehicles. The difference shows up on the way back north, where Otay Mesa often moves faster than San Ysidro during peak weekend hours — check CBP's live wait times before choosing.
What happens if I plan to continue from Baja onto mainland Mexico, like taking the ferry from La Paz?
Once you leave the Baja free zone for the mainland, the TIP exemption no longer applies and you will need a Temporary Import Permit from Banjercito. It's worth arranging that in advance rather than at the ferry terminal to avoid delays.
