Most drivers headed to Puerto Peñasco (Rocky Point) cross at Lukeville, Arizona into Sonoyta, Sonora, then drive about an hour south on Highway 8. Because Rocky Point sits inside the Sonora Only free zone, you skip the Banjercito vehicle permit — but Mexican liability insurance is still required no matter how short the trip is.
If you are driving to Rocky Point from Arizona, the crossing is almost always Lukeville, Arizona into Sonoyta, Sonora — not Nogales, not San Luis Río Colorado. From Sonoyta you take Mexican Highway 8 south, a straightforward drive of roughly an hour to Puerto Peñasco. Coming in through Nogales or San Luis adds real driving time and gets you nothing extra at the port itself.
Lukeville is not staffed around the clock, so check the current CBP hours before planning a very early or very late crossing — this is not a 24-hour port like some of the bigger ones. Weekends, US holiday weekends, spring break, and the week around Thanksgiving are the slowest times heading south, and often slower still coming back north. From Phoenix, plan on roughly four hours door to door including the crossing; from Tucson it's shorter, closer to three and a half.
On the Mexican side you'll pass a customs checkpoint where officers may wave you through or stop you for a quick declaration, especially if you're towing a boat, trailer, or ATVs — all common for a Rocky Point run. Keep your passport (or passport card), vehicle title or registration, and driver's license accessible, not buried under beach gear. Heading back into the US, CBP will ask standard citizenship questions and may inspect the vehicle.
Puerto Peñasco sits inside the Sonora Only free zone, so unlike mainland Mexico you do not need a Temporary Import Permit (TIP) from Banjercito to bring your car in. That requirement only applies once you head south past the free-zone boundary toward mainland Sonora. Skipping this step is one thing that makes this particular crossing simpler than most.
The most common mistake is assuming a US auto policy's Mexico coverage counts as legal insurance — it usually only covers damage to your own vehicle, not the liability Mexican law requires. A second mistake is confusing the free-zone TIP exemption with an exemption from Mexican insurance too; they are two separate requirements. A third is leaving the passport at home, since you need it to re-enter the US even after a same-day trip.
For a single beach weekend, day-based coverage covers exactly the days you're in Mexico and nothing more.
