Mexican law requires liability coverage from a Mexican insurer, and riders get pulled for secondary inspection more often than cars, so having your paperwork organized matters more on two wheels.
Most motorcycle traffic into Baja goes through Tecate or San Ysidro/Otay Mesa, both feeding straight into the coastal run toward Baja California and Ensenada. If you are staying in Baja California, Baja California Sur, or the Sonora-only corridor toward Guaymas, you do not need a temporary import permit for the bike. The second: relying on the Mexico rider of a US policy, which usually only covers damage to your own bike and does not satisfy Mexican liability law.
